Retro-Commissioning Resource Centre

Even though newly completed buildings undergo commissioning for various building services installations prior to operation, factors such as alterations in space utilization and shifts in occupant behavior over time often create a gap between design intent and actual operation. This frequently causes building energy performance to fall short of expectations. Consequently, retro-commissioning (RCx) can uncover substantial energy-saving potential within these buildings.
To support this, the Electrical and Mechanical Services Department (EMSD) has launched a new webpage that consolidates comprehensive RCx resources, including technical guidelines, training courses, and case studies. This one-stop platform enables both the general public and industry professionals to access the latest RCx updates and enhance building energy efficiency.

Buildings Energy Efficiency (Amendment) Ordinance 2025 gazetted and will be fully implemented on 20 Sep 2026

Major Amendments:
‧ Regulate the energy efficiency standards of building services installations for all data centres
‧ Require more types of building to conduct regular energy audits
‧ Shorten the interval of energy audits
‧ Disclose technical data in energy audit reports
‧ Include more qualifications eligible for registration as "Registered Energy Assessor (REA)"
